Seen worse in Europe (France). I often use only one pannier and have it on the side where others pass me as I think it makes me look wider and offers a little more protection should something get too near but do agree it upsets the balance if over heavy. Might work better for you combining the pannier on the side with heavy stuff low down in bag and some stuff attached to top rack?
Thanks for the comment, main problem is riding with my toes on such a short wheelbase bike my heels were hitting it. First day of riding was great, I just need an easier. Strap mechanism but I haven’t found anyone selling the cluck strap here, yet!
